[FCIX] Transit @ FMT1/FMT2

We're looking at establishing EVPL between FMT2 and PAH1, and one of our upstreams at PAH1 (Paducah, KY) is Windstream.  Latency might hit you but would be good for backup; would have to spec pricing.
